NATO Monitors Russian Naval Drills Near Finland and Norway

April 24, 2025: NATO closely monitors a series of Russian naval exercises in the northern waters near Finland and Norway amid heightened military activity across the High North and the Arctic Circle. The drills involve a mix of surface vessels, submarines, and maritime aviation from Russia’s Northern Fleet and include live-fire scenarios, anti-submarine warfare operations, and coordinated fleet maneuvers.

The exercise zone is near Finnish and Norwegian territorial waters, which are now fully under NATO’s security umbrella following Finland’s accession in 2023 and Sweden’s recent ratification. The drills follow a pattern of increased Russian activity in the Barents and Norwegian Seas, including simulated missile launches and electronic warfare testing. Some NATO officials have flagged the timing of the exercises ahead of joint NATO Arctic drills as a likely effort to test alliance readiness and coordination under pressure.

With Sweden’s full NATO integration pending final steps, the alliance has direct strategic continuity from the Baltic to the Barents Sea, shifting the regional balance and further scrutinizing Russian movements in formerly less-contested waters. Further escalation is not anticipated unless Russian forces approach or breach NATO maritime borders.
