February 10, 2025: French President Emmanuel Macron has urged a strategic approach to AI regulation, warning that excessive or fragmented local policies could stifle innovation and economic growth. While advocating for oversight, he emphasized the need for global cooperation to create effective governance frameworks that do not hinder technological progress.
Macron highlighted Europe’s current limitations in AI infrastructure, noting that the continent accounts for only 3-5% of global computing power. He outlined plans to expand this capacity, positioning Europe as a stronger player in the AI race.
Macron announced a €109 billion investment in AI development to accelerate France’s competitiveness in the field. This initiative aims to boost domestic research, enhance computing power, and position France as a leader in AI-driven innovation.
At the same time, he cautioned against an unregulated “Wild West” scenario in AI development. He stressed the importance of structured policies to ensure ethical deployment while mitigating potential risks. Trade unions have also raised concerns, calling on Macron and summit participants to address the potential impact of AI on jobs. Labor groups argue that automation could lead to significant workforce displacement without proactive measures, urging policymakers to develop strategies that safeguard employment and ensure AI benefits workers rather than replacing them.
By balancing investment with regulation, Macron positions France as a key player in shaping global AI policy. The challenge remains in fostering innovation while implementing safeguards that align AI development with ethical and social priorities. The upcoming summit will be a critical test of whether global leaders can find common ground on managing AI’s rapid evolution.
